Abstract: From 2023 to 2024, the proportion of production capacity above the energy efficiency benchmark level in the cement industry exceeded 15%, and the level of high-end, intelligent, and green development in the industry continued to improve.

The Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Housing and Urban Rural Development, the Ministry of Commerce, and the State Administration of Financial Supervision recently jointly issued the "Work Plan for Stable Growth in the Building Materials Industry", proposing that the main goal of stable growth in the building materials industry from 2023 to 2024 is to maintain stable growth in the industry. In 2023 and 2024, efforts will be made to achieve industrial added value growth rates of around 3.5% and 4%, respectively. Green building materials, mineral functional materials, inorganic non-metallic new materials and other large-scale enterprises have an average annual growth rate of over 10% in operating revenue. The CNC rate of key processes in major industries has reached over 65%. The cement, glass, and ceramic industries account for more than 15% of production capacity above the energy efficiency benchmark level, and the level of high-end, intelligent, and green industries continues to improve.

On the premise of ensuring product quality and ecological safety, enterprises are encouraged to improve their ability to absorb industrial waste in products such as cement, concrete, wall materials, pre mixed mortar, solid waste ceramic lightweight aggregate, and machine-made sand and gravel, gradually expanding and expanding the variety of solid waste that can be consumed.

Support the optimization of production capacity layout for special cement, fast setting materials, etc., and enhance the material supply capacity under emergency conditions.

Work Plan for Stable Growth in the Building Materials Industry

The building materials industry is an important basic industry of the national economy, which is an important support for improving living conditions, managing the ecological environment, and developing circular economy. It is also an important guarantee for the development of construction, national defense, military industry, and strategic emerging industries, and is an important field related to the stable operation of the industrial economy. In order to implement the spirit of the 20th National Congress of the Communist Party of China and the decisions and deployments of the Central Economic Work Conference, promote the comprehensive implementation and effectiveness of the State Council's comprehensive economic policies and follow-up measures, prioritize stable growth, and accelerate the high-quality development of the building materials industry, this plan is specially formulated with an implementation period of 2023-2024.

Efforts should be made to leverage the support of technological innovation, enrich product varieties, improve product quality, and enhance brand influence. Fully leverage the driving force of market demand, expand the application fields of building materials products, and strengthen international green and low-carbon cooperation.

Adhere to the combination of ecological cultivation optimization and industrial synergy promotion. Give full play to the roles of all parties, create a good atmosphere, and stabilize market expectations. Strengthen the coordinated development with related industries, promote the cascading utilization of energy resources and the connection of industrial cycles, and enhance the resilience and security level of industrial and supply chains.

2、 Main objectives

The main goal of stable growth in the building materials industry from 2023 to 2024 is to maintain stable growth. In 2023 and 2024, we aim to achieve industrial value-added growth rates of around 3.5% and 4%, respectively. Green building materials, mineral functional materials, inorganic non-metallic new materials and other large-scale enterprises have an average annual growth rate of over 10% in operating revenue. The CNC rate of key processes in major industries has reached over 65%. The cement, glass, and ceramic industries account for more than 15% of production capacity above the energy efficiency benchmark level, and the level of high-end, intelligent, and green industries continues to improve.

3、 Work measures

(1) Expand effective investment and promote industry transformation and upgrading

1. Promote green transformation. Fully implement the Implementation Plan for Carbon Peaking in the Building Materials Industry, support regions and enterprises with conditions to carry out green and low-carbon demonstration, explore and promote effective models and experiences. Focusing on energy structure transformation, energy conservation, carbon reduction, and comprehensive resource utilization, we will support industry finance cooperation and increase efforts in green and low-carbon technology transformation. Focusing on industries such as cement, flat glass, building and sanitary ceramics, and fiberglass, we will release an annual energy-saving and carbon reduction technology catalog and application guide, promote the "dissecting sparrows" pilot program, summarize renovation plans, support the construction of a number of demonstration projects, and support building materials enterprises to strive for A-level environmental performance. 8. Expand the promotion and application of urban green building materials. Accelerate the implementation of government procurement policies to support green building materials and promote the improvement of building quality, improve the demand standards for green buildings and green building materials government procurement, require government projects included in the policy implementation scope to collect and apply relevant green building materials products as much as possible, and accelerate the promotion and application of energy-saving, low-carbon, safe, and cost-effective green building materials in government engineering projects. We will continue to promote the State Council to effectively implement a package of economic policies and follow-up measures, and relevant departments should guide key regions to implement policies and measures to stabilize the growth of the building materials industry, promote precise policy implementation, and further unleash policy effects. Each region should combine local conditions, fully leverage the role of the industrial stable growth coordination mechanism, strengthen organizational leadership, strengthen policy support and implementation, and promote the stable operation of the local building materials industry. 一、《工作方案》对建材行业稳增长具有重要指导作用

1. 建材行业稳增长具有重要意义。

建材工业是我国工业的重要组成部分,是经济社会建设的重要基础产业,是改善人居条件、治理生态环境和发展循环经济的重要支撑,是支撑国防军工和航空航天等战略性新兴产业发展的重要保障。建材工业全社会产值近7万亿元,从业人员860余万人,牵动上下游国民经济诸多领域,服务于建筑业及汽车、电子、电器、医疗、水利等150多个行业,带动电力、煤炭、石化等行业及商务、金融、批发零售等服务业共110多个行业,建材行业稳增长是工业稳增长的重要支撑,是保障产业链供应链稳定的重要领域和关键环节。

《工作方案》以习近平新时代中国特色社会主义思想为指导,完整、准确、全面贯彻新发展理念,坚持传统产业转型与新兴产业培育相结合,坚持供给水平提升与市场需求开拓相结合,坚持生态培育优化与产业协同推进相结合,统筹推进四个方面10项重点任务,引导行业稳增长,并实现绿色低碳安全高质量发展。

当前传统产业仍是建材行业的主要组成部分,传统产业转型升级有利于推动行业发展路径转变,稳定行业运行基本盘;近年来,建材新兴产业快速发展,对行业稳增长的支撑作用逐渐增强,是建材行业持续稳定发展的重要动力。

《工作方案》以高端化、智能化、绿色化为目标,提出了促进传统产业低碳转型和新兴产业发展的系列举措。一是推进绿色化改造,围绕落实《建材行业碳达峰实施方案》,推动重点领域节能降碳升级改造和污染物排放治理,优化能源结构,推进减污降碳协同控制,探索“六零”示范工厂建设。二是推进智能化转型,宣贯实施《建材行业智能制造标准体系建设指南(2021 版)》,加快研制一批重点细分领域关键标准,推广建材行业鼓励推广应用的产品和技术目录,培育重点领域关键环节系统解决方案,搭建建材行业工业互联网应用服务平台,加快引导建材工业数字化转型、智能化升级。三是加快重点项目建设,推动高世代屏显基板玻璃等“十四五”规划纲要重大项目建成投产,优化完善产业布局,提升应急条件下材料供给能力,加快先进陶瓷、人工晶体等无机非金属新材料项目和具有区域优势的石墨、萤石等非金属矿高效利用项目建设。

2.供需两端良性互动将持续增加行业发展动力。

建材产品品类多、服务领域广,既有应用于基础设施建设和制造业的原材料产品,又有服务于人居生活的消费品,还有应用于战略性新兴产业的新材料。建材产品的多元化发展和质量提升,将有效拓展应用空间,推动需求市场迭代升级;同时,新兴市场培育发展,又将直接带动建材产品需求。

《工作方案》统筹供给和需求,从供需两端分别提出稳增长具体措施。供给侧,一是促进大宗产品升级,组织开展建材行业“三品”行动,大力发展部品化建材,加快薄膜发电玻璃、防火保温材料等产品的研发应用,研究建立产品追溯体系和产品说明书制度,建立质量管理能力分级评价及应用,开展质量标杆活动,开展品牌价值评价等。二是提升新材料供给能力,聚焦新型显示、航空航天、生物医药、环境治理、新能源、宽禁带半导体等领域需求,加快新材料产业发展应用,加快超快硬、超高强、超耐温、超耐腐等“超级材料”研发,促进产品迭代升级,保障产业链供应链安全稳定。需求侧,一是深入开展绿色建材下乡活动,丰富绿色建材产品体系,因地制宜制定绿色建材产品推进目录,优化绿色建材下乡流通渠道,组织开展领军企业惠民行动,形成绿色建材解决方案典型示范,针对不同领域提供系统解决方案,进一步提升绿色建材消费理念,提振建材市场绿色消费水平。二是扩大城市绿色建材推广应用,要求纳入政策实施范围的政府工程对相关绿色建材产品应采尽采、应用尽用,引导骨干建筑企业加大绿色建材应用范围和采购力度,促进绿色建材与绿色建筑协同发展,提升新建建筑与既有建筑改造中使用绿色建材比例。三是完善绿色建材产品认证制度,健全绿色建材产品评价标准体系,促进绿色建材产品认证结果在不同部门、层级间互认通用。

3.产业协同发展将有效释放行业发展潜能。

建材行业具有大量消纳工业和生活固体废物的产业特性,是发展循环经济的重要结点,推进建材产业与相关产业的耦合发展,将进一步发挥建材产业特性,拓展行业发展内涵,挖掘发展潜力。

《工作方案》明确提出,推进建材与相关产业耦合化发展,支持各地以水泥窑、墙体材料隧道窑协同处置技术改造,新型墙体材料和机制砂石等项目建设,提升废弃物综合利用水平,促进区域内产业耦合发展;建设一批尾矿、工业副产石膏等大宗固废综合利用示范项目;加快原材料工业耦合园区发展,提升改造建材既有园区和产业集群改造;在保证产品质量和生态安全前提下,鼓励企业提升水泥、混凝土、墙体材料等产品消纳废弃物能力,拓宽消纳固废品种。

4.国际合作将进一步扩大行业发展空间。

近年来,我国建材商品国际贸易规模连创新高,国际服务能力和竞争力不断提升,商品和服务贸易体系进一步发展,成为国际建材产业链供应链的重要组成部分。

《工作方案》提出,促进建材行业在绿色低碳、智能制造以及技术、计量、标准、认证等方面的国际交流合作,推动碳核算、碳足迹领域互认,提升国际合作软实力;优化进出口商品结构,吸引具有先进技术的外资企业加大对我国无机非金属新材料等方面投资;发挥水泥、玻璃等行业成套技术、装备、标准与工程服务优势,推动国家建材行业绿色低碳合作;支持骨干企业本地化发展。

三、多措并举保证《工作方案》落实落地

一是加强组织保障。《工作方案》提出,充分发挥有关部门作用,进一步推动国务院抓实抓好经济一揽子政策和接续措施全面落地见效,充分发挥各地区工业稳增长协调机制作用,促进地区建材行业稳增长,充分发挥行业协会和智库的桥梁纽带作用和骨干企业的引领示范作用,形成政策、协会组织、企业共同发力的组织保障。

二是发挥政策合力。《工作方案》提出,利用首台(套)、首批次应用保险补偿机制和产业投资基金等渠道,通过加强产融合作,支持社会资本以市场化方式设立建材行业绿色低碳转型基金等方式,发挥金融对技术改造、新材料研发攻关和应用示范、绿色建材下乡等重点活动的支持力度;加快产能置换政策修订,突出市场化调节作用;加快推动企业绿能核减政策实施,完善绿色电价政策等,增强政策协同效应。

三是加强运行监测。《工作方案》提出,完善政府部门、行业协会、重点企业协同机制,加强对建材行业经济运行形势及运行环境的监测和预警,及时发现、研判、应对影响行业平稳运行的苗头性、倾向性、潜在性问题,建立上下游长协机制,防范运行风险,引导供需动态平衡,发布建筑材料工业行业景气指数,稳定市场预期,构建稳定有序的市场环境。

四是加强水泥和平板玻璃行业差别化管理。《工作方案》提出,新改扩建项目要满足能效标杆水平、环保绩效A级指标要求;严格产能置换,禁止以技术改造等名义扩大产能;发挥能耗、环保、质量等标准作用,依法依规淘汰落后产能;鼓励地方以环保绩效、能效和工艺装备水平等为标尺,实施差异化水泥错峰生产,并加强监督执法。

五是强化舆论引导。《工作方案》提出,加大建材行业重大政策以及行业稳增长经验做法、绿色建材下乡等重要活动的宣传力度,发挥舆论导向的正面引导作用,营造良好氛围。加强对经济运行、绿色发展、智能制造、国际合作、人才培养等方面的宣传报道,构建共同推动建材行业稳增长目标实现、高质量发展的良好生态。
